Relating to drugs; providing that this Act shall be referred to the people for their approval or rejection.

Repeals Drug Addiction Treatment and Recovery Act of 2020 (Ballot Measure 110 (2020)) and provisions related to decriminalization of possession of drugs, creation of Oversight and Accountability Council and grants and funding for Behavioral Health Resource Networks to provide drug treatment. Refers Act to people for their approval or rejection at next regular general election.

Relating to DNA samples; prescribing an effective date.

Requires law enforcement agencies to take DNA sample of person arrested for certain crimes. Requires destruction of sample, upon person's request, if arrest is followed by acquittal, dismissal, reversal of conviction or expiration of statute of limitations. Removes provisions directing Department of State Police to prioritize testing of certain DNA samples when funds are limited. Includes obtaining and analyzing DNA samples of arrested persons as purpose for which moneys may be allocated from Criminal Fine Account. Takes effect on 91st day following adjournment sine die.

Relating to school superintendent employment; declaring an emergency.

Allows district school board to enter into agreement with superintendent for payment in lieu of 12 months' notice required when superintendent's employment is terminated without cause. Prohibits district school boards from taking certain actions involving superintendents of education service districts in relation to compliance with local, state or federal law. Declares emergency, effective July 1, 2023.

Relating to agricultural overtime; prescribing an effective date.

Directs Employment Department to develop Agricultural Worker Overtime Relief Payment Program to provide eligible agricultural workers with payments for hours worked beyond 40 hours but not exceeding 48 hours per workweek. Requires employers to pay overtime to agricultural workers who work in excess of 48 hours per workweek. For agricultural workers who earn agricultural salary and for agricultural workers who perform work during peak labor period, sets maximum allowable hour threshold before employer is required to pay overtime to 55 hours per workweek. Repeals provisions related to refundable income or corporate excise tax credit allowed to employer for excess amount of wages paid as overtime pay for agricultural workers. Takes effect on 91st day following adjournment sine die.

Relating to all-terrain vehicles.

Permits person to operate Class I, Class III and Class IV all-terrain vehicles on highways that are not interstate highways if all-terrain vehicle meets vehicle equipment standards and all-terrain vehicle is registered. Directs Department of Transportation to permit optional registration for Class I, Class III or Class IV all-terrain vehicles if applicant provides satisfactory proof that all-terrain vehicle meets equipment standards for highway use.
