Relating to missing Native American women; and declaring an emergency.

Directs Department of State Police to study how to increase and improve criminal justice resources relating to missing and murdered Native American women in Oregon and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020. Declares emergency, effective on passage.

Relating to motor vehicles.

Provides that when person's vehicle is totaled or substantially altered person may keep registration plates with vehicle if vehicle issued branded title or person may transfer plates to another vehicle if vehicle's title is canceled or retired. ] Provides that under certain circumstances person with totaled or substantially altered vehicle may apply to Department of Transportation to keep same registration plates and remaining registration period. Allows person to apply with department to transfer plates from vehicle for which department previously received totaled or substantially altered notification. Allows person to transfer special interest registration plates under certain circumstances.

Relating to ocean resources.

Repeals sunset on moratorium on oil, gas and sulfur leasing in territorial sea. Prohibits Department of State Lands from leasing submerged and submersible lands within territorial sea for exploration, development or production of oil, gas or sulfur in territorial sea or for activities in furtherance of exploration, development or production within federal waters adjacent to territorial sea.
