Relating to guardianships.

Limits guardian's authority to limit protected person's preferred associations with third parties. Permits interested person to move court to review guardian's power to limit protected person's associations and requires court to conduct hearing . Permits court to remove guardian for unreasonably limiting protected person's associations or failing to perform certain duties. Requires guardian to utilize substituted judgment standard for making decisions on behalf of protected person. Permits guardian to utilize best interest standard if guardian is unable to determine protected person's preferences.

Relating to instruction in public schools about genocide.

Requires school districts to provide instruction about Holocaust and genocide beginning with 2020-2021 school year . Directs Department of Education to provide technical assistance to school districts for instruction. Requires State Board of Education to develop academic content standards for Holocaust and genocide studies. Requires school districts to provide instruction based on standards beginning with 2025-2026 school year. Takes effect July 1, 2020. ].

Relating to farm breweries.

Establishes standards for establishment of farm breweries that produce less than 150,000 gallons of malt beverages ] on lands zoned for exclusive farm use or mixed farm and forest use for breweries that annually produce under 150,000 barrels of malt beverages total with under 15,000 barrels produced on farm brewery site .

Relating to residential property.

Clarifies receivership proceedings and reporting and notice requirements for residential properties that city or county determines are threat to public health, safety or welfare. Allows city or county to obtain judgment against property in lieu of receivership.

Relating to public libraries.

Defines "public library" as public agency providing to all residents of local government unit free and equal access to library and information services for all residents of local government unit ] that are suitable for persons of all ages . Requires State Library Board to establish minimum conditions for public libraries that include financial support from public funds , and ] regularly scheduled open hours and that take into account library's service population ] reasonable exemptions to libraries with service populations of 2,000 or fewer residents of local government unit .

Relating to professional authorizations; and prescribing an effective date.

Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.
