Rep. David Gomberg

Requires veterinarians to participate in prescription drug monitoring program. Directs Oregon State Veterinary Medical Examining Board to provide Oregon Health Authority with information of individuals licensed by board authorized to prescribe or dispense controlled substances for purposes of qualifying individuals to report information to and receive information from program. Adds practicing veterinarian as member of Prescription Monitoring Program Advisory Commission. Reduces number of public members on commission from two members to one member.

Directs Department of Education to establish school media program standards and provide technical assistance related to those standards.

Provides that operator may require person who engages in sport, fitness or recreational activity in various ways to release operator from claims for ordinary negligence. Declares emergency, effective on passage.

Establishes Ocean Beach Fund. Directs that moneys received from state transient lodging tax in amount equal to one percent of tax collected at state recreation areas along ocean shore be transferred to fund. Directs State Parks and Recreation Department to spend moneys from fund for expenses of managing state recreation areas along ocean shore. Takes effect on 91st day following adjournment sine die.

Requires State Forestry Department to study community-based programs for reducing wildfire risk. Directs department to submit findings to interim committees of Legislative Assembly related to natural resources no later than September 15, 2024. ] Establishes policy of State of Oregon related to reducing number and intensity of wildfires. Instructs State Fire Marshal to establish grant and incentive program for reducing wildfire risk. Instructs State Fire Marshal to establish neighborhood protection cooperative program. Instructs State Fire Marshal to expand online presence of Department of State Fire Marshal in specified manner. Instructs State Fire Marshal to develop 20-year strategic plan that prioritizes fire resiliency and building fire-adapted communities. Instructs State Fire Marshal to establish interagency data collection system related to reducing wildfire risk. Instructs State Fire Marshal to biannually report on policy, grant and incentive program, neighborhood protection cooperative program and expanded online presence. Appropriates moneys to State Fire Marshal for deposit in Community Risk Reduction Fund for purposes related to grant and incentive program. Declares emergency, effective on passage.

Allows Department of Land Conservation and Development, Department of State Lands or Department of Transportation to allow bioengineering to protect coastal resources. ] Requires Land Conservation and Development Commission to adopt rules by January 1, 2026, to allow soil bioengineering systems for shoreline stabilization. Allows Department of State Lands and State Parks and Recreation Department to adopt conforming rules by January 1, 2027.

Authorizes adult foster home provider to provide residential care for up to six residents who are not related to provider.

Establishes state policy regarding natural climate solutions. Establishes Natural and Working Lands Fund and provides for transfer of moneys from fund to certain state agencies. Prescribes uses of moneys from fund and requires Oregon Global Warming Commission to report to legislature on uses of moneys from fund. Directs State Department of Energy and commission to prepare inventory, baseline, activity-based metrics and community impact metrics for net carbon sequestration and storage in natural and working lands and establish carbon sequestration and storage goals. Directs State Department of Energy, in coordination with commission, to study workforce training programs needed to support adoption of natural climate solutions and provide results to committees of Legislative Assembly related to environment no later than September 15, 2024. Authorizes commission to appoint natural and working lands advisory committee. Takes effect on 91st day following adjournment sine die.

Recognizes and honors Officer Gary Lavaughn Sumpter (1938-1969) for his service to this state.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Declares emergency, effective July 1, 2023.
