Appropriates moneys from General Fund to State Parks and Recreation Department for continued development of Oregon Coast Trail. Limits direction of certain lottery revenues designated for outdoor recreation improvement projects to qualifying projects for development, maintenance or completion of Oregon Coast Trail.
Appropriates moneys from General Fund to State Department of Agriculture for purpose of funding grant program related to establishments that process and sell meat products. Extends sunset of grant program. Declares emergency, effective on passage.
Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .
Creates Oregon Soil Health Initiative. Describes goals ] purpose of initiative. Describes responsibilities of state agencies and other entities participating in initiative. Directs Institute for Natural Resources to convene Soil Health Advisory Committee. ] Directs institute, in consultation with other entities, to develop Soil Health Roadmap. ] Takes effect on 91st day following adjournment sine die.

Authorizes temporary deferral of property taxes on homesteads rebuilt after 2020 wildfires in amount by which taxes exceed 103 percent of property taxes on destroyed homestead for 2020-2021 property tax year. Takes effect on 91st day following adjournment sine die.

Amends allowable purposes of Emergency Housing Account to include account moneys to be used for grants to assist pets ] companion animals of individuals experiencing or at risk of homelessness. Appropriates moneys to account from General Fund for those purposes. Requires Housing and Community Services Department to report on use of funds to interim committee of Legislative Assembly on or before September 15, ] December 31, 2024. Declares emergency, effective July 1, 2023.

Directs department to use proceeds to develop pilot program to award grants to developers for development of housing on former landfill sites.
