Directs the Governor to appoint an agency to lead an interagency team in ground water quality concern areas and ground water quality management areas. Directs or authorizes the Department of Environmental Quality, the State Department of Agriculture, the Water Resources Department[ , ] and the Oregon Health Authority [ and the Department of Land Conservation and Development ] to take specified actions in ground water quality concern areas and ground water quality management areas.
] [ Provides that the Oregon estate tax is imposed only on the estates of decedents dying on or before January 1, 2025. ] Modifies the exemption from taxable estate for the value of natural resource property as applicable to forestland. Limits the exemption to small forestland owners and allows an exemption based on active management appropriate for the current phase of the forest management cycle. Applies to estates of decedents dying on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

SB 968 allows public employers to deduct mistaken overpayments of wages from public employees' paychecks, affecting public workers who received more pay than they were entitled to. Employers must provide 10 days' written notice detailing the overpayment amount and limiting deductions to 5% of gross pay per pay period (unless the employee agrees to a higher amount). Requires the Department of Consumer and Business Services to establish a program to assist eligible entities in paying the costs of property insurance or liability insurance premiums for affordable housing, shelters and other facilities. Specifies requirements for eligibility for the program. Requires the department to report to an interim committee of the Legislative Assembly related to housing not later than December 15 of each year. Establishes the Affordable Housing Premium Assistance Fund and continuously appropriates moneys in the fund to the department to implement the department's program. Requires the department to study the feasibility of creating and operating a state reinsurance program or devising another solution to support price stability in the market for insurance to cover affordable housing. Declares an emergency, effective on passage.
