Relating to the financial administration of the Department of Early Learning and Care; and declaring an emergency.

Summary
Appropriates moneys from the General Fund to the Department of Early Learning and Care for certain biennial expenses. Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the department. Limits biennial expenditures by the department from federal funds. Limits biennial expenditures by the department for payment of operations, grants-in-aid, program costs and purchased services from certain fees, moneys or other revenues collected or received by the department. Declares an emergency, effective July 1, 2025.
