Recognizing the 10-year anniversary of the tragic attack that took place at the Oak Creek Sikh Gurdwara on August 5, 2012, and honoring the memory of those who died in the attack.

Susan Muffley Act of 2022

Susan Muffley Act of 2022 This bill restores the full vested monthly benefits for eligible participants of certain pension plans that were sponsored by Delphi Corporation and terminated as a result of General Motors' bankruptcy in 2009. The Pension Benefit Guaranty Corporation (PBGC) must recalculate and adjust each plan participant's monthly benefits payment. The PBGC must also apply the recalculation to previously-made monthly payments and make a lump-sum payment for any additional benefits based on the recalculation. The bill establishes and provides appropriations to a fund for the payment of these benefits and specifies how the lump-sum payments are treated for tax purposes. Finally, the bill requires the PBGC to report on recommendations to ensure the long-term solvency of its insurance programs.

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2022

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2022 or the SECURE Notarization Act of 2022 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.

Registration for Index-Linked Annuities Act

Registration for Index-Linked Annuities Act This bill requires the Securities and Exchange Commission (SEC) to create a new form for the registration of index-linked annuities to ensure that a purchaser can make a knowledgeable decision. The bill defines a registered index-linked annuity as an annuity that is deemed a security, that must be registered with the SEC, and that is issued by an insurance company subject to state supervision. Furthermore, the returns of these annuities (1) are based on the performance of a specified benchmark index or rate, and (2) may be subject to a market value adjustment if amounts are withdrawn early.

COCOA Act of 2022

Confirmation Of Congressional Observer Access Act of 2022 or the COCOA Act of 2022 This bill requires states to provide designated congressional election observers with full access to observe the administration procedures of federal elections. The bill prohibits such an observer from handling ballots or elections equipment, advocating for a position or candidate, taking any action to reduce ballot secrecy, or otherwise interfering with the elections administration process. Designated congressional election observer refers to an individual who is designated in writing by specified congressional committees to gather information with respect to an election, including in the event that the election is contested in the House of Representatives or the Senate and for other purposes permitted by Article I, Section 5 of the U.S. Constitution.

To amend title 38, United States Code, to ensure that a member of the Armed Forces, granted a general discharge under honorable conditions on the sole basis that such member failed to obey a lawful order to receive a vaccine for COVID-19, is eligible for certain educational assistance administered by the Secretary of Veterans Affairs.

This bill ensures that members of the Armed Forces who were granted a general discharge under honorable conditions (on the sole basis that the members failed to obey a lawful order to receive a vaccine for COVID-19) are eligible for Department of Veterans Affairs educational assistance under the Montgomery GI Bill-Active Duty and Post-9/11 GI Bill programs.

Reduce Exacerbated Inflation Negatively Impacting the Nation Act

Reduce Exacerbated Inflation Negatively Impacting the Nation Act This bill requires the Office of Management and Budget and the Council of Economic Advisers to provide an inflation estimate for each executive order that is projected to cause an annual gross budgetary effect of at least $1 billion. The estimate must determine whether the executive order will have no significant impact on inflation, a quantifiable inflationary impact on the consumer price index, or a significant impact on inflation that cannot be quantified at the time the estimate is prepared. The requirement does not apply to executive orders that (1) provide for emergency assistance or relief at the request of any state or local government or an official of the government, or (2) are necessary for national security or the ratification or implementation of international treaty obligations.

TEAM Volunteers Act

Tax Emergency Adjustment for Mileage Volunteers Act or the TEAM Volunteers Act This bill increases the rate of the tax deduction for the charitable use of a passenger automobile to equal the standard business rate (i.e., 58.5 cents per mile in the first half of 2022, then 62.5 cents per mile for the rest of that year) for taxable years beginning after 2021 and before 2024. It then provides for a permanent 24 cents per mile rate, adjusted annually for inflation, for taxable years beginning after 2023.
