Save Our Shrimpers Act

Save Our Shrimpers Act This bill prohibits federal funds from being made available to international financial institutions (e.g., the International Monetary Fund) for financing activities related to foreign shrimp farms. The bill also requires an annual report on compliance by U.S. leadership of international financial institutions with policies to oppose financing for certain commodities or minerals. Specifically, the bill requires the Department of the Treasury to condition any provision of federal funds to an international financial institution on the requirement that the funds not be used to finance any activity related to shrimp farming, shrimp processing, or the export of shrimp in any foreign country. Under current law, Treasury must instruct U.S. leadership of international financial institutions to oppose providing financial assistance for the production or extraction of any commodity or mineral for export if (1) the commodity or mineral is in surplus on world markets, and (2) the export of such commodity or mineral will cause substantial injury to U.S. producers of a competing commodity or mineral (or of the same or a similar commodity or mineral). This bill requires the Government Accountability Office to investigate and annually report to Congress on the extent to which U.S. leadership at these institutions have carried out Treasury's instructions.

No Delays in Disaster Relief Act

Maddy summaryThis bill establishes a process for the Federal Emergency Management Agency to appoint acting regional administrators when a regional leadership position remains vacant for at least 90 days. These acting officials would be granted specific authority to make grant decisions and disburse federal funds to states and local governments without waiting for a permanent appointment. To ensure accountability, the agency head must submit a detailed report to Congress within 180 days, covering implementation steps, data on processing timelines, and an assessment of how this delegation affects efficiency and risk management.

Food Reform for Effective and Sustainable Health (FRESH) Act of 2026

Maddy summaryThe FRESH Act of 2026 modifies the National Nutrition Monitoring and Related Research Act to change how the Dietary Guidelines for Americans are updated. Specifically, it requires that the 10th edition of these guidelines, scheduled for release in January 2026, cannot be altered or replaced except through a new law passed by Congress. This provision directly affects the U.S. Department of Agriculture and the Department of Health and Human Services, which jointly issue the dietary recommendations. By adding a congressional approval requirement, the bill ensures that future changes to the guidelines must be explicitly authorized by legislation rather than administrative action.

Clergy Act

Clergy Act This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service (IRS) for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment. The IRS must develop a plan to inform members of the clergy and Christian Science practitioners of their eligibility to revoke prior exemptions, pursuant to the bill's changes.

Consumer Price Information Act of 2026

Maddy summaryThis bill requires federal agencies to publish a Consumer Price Information Statement alongside any major rule that could affect consumer prices. The statement must explain how the rule might impact costs for essential items like energy, food, housing, transportation, and healthcare, while also identifying vulnerable groups such as low-income households and seniors who might be disproportionately affected. Agencies must make these statements available in the Federal Register and on their websites, using existing funding rather than requesting new appropriations. The requirement takes effect 60 days after the bill is enacted.

No Rogue Jurors Act

Maddy summaryThe "No Rogue Jurors Act" prohibits the use of federal funds for organizations, schools, or entities that promote jury nullification. Specifically, it bans federal grants, contracts, and financial assistance to any group that conducts training, produces materials, or engages in outreach to encourage individuals to seek jury service in federal or District of Columbia courts with the intent to vote contrary to evidence or applicable law. This includes promoting the deliberate act of voting to acquit a defendant regardless of whether the elements of the charged offense have been established. This bill directly affects organizations that advocate for or educate on jury nullification and receive federal funding.

Freedom from Ideological Requirements in Employment Act

Maddy summaryThis bill, the Freedom from Ideological Requirements in Employment (FIRE) Act, prohibits the use of federal funds for certain diversity, equity, and inclusion (DEI) requirements and trainings for federal employees and job applicants. It prevents federal agencies from mandating DEI training or the endorsement of DEI principles as a condition for federal hiring or continued employment. The bill also bars the use of federal funds to develop or purchase training courses for the federal workforce related to DEI, critical theory, intersectionality, or assertions of group superiority or inferiority. It defines DEI for its purposes as practices asserting group superiority/inferiority or discussing systemic racism, but clarifies it does not apply to sexual harassment prevention training.
