This resolution recognizes the two-year anniversary of the November 2019 massacre by Iran. The resolution also condemns the human rights atrocities committed against Iranians by Supreme Leader Ayatollah Ali Khamenei. Finally, the resolution urges the Department of State to restore the recognized death toll of the November 2019 massacre to 1,500.

Upholding the 1995 Jerusalem Embassy Law Act of 2021 This bill prohibits using federal funds to establish any diplomatic facility in Jerusalem other than the U.S. Embassy to Israel.

Ban IRS Biometrics Act This bill prohibits the Department of the Treasury from requiring taxpayers to provide biometric information as a condition of filing any tax return, receiving any service, or accessing taxpayer information. The bill defines biometric information as any information regarding any measurable physical characteristic or personal behavioral trait used to recognize the identity, or verify the claimed identity or location, of an individual, including facial images, fingerprints, and iris scans. Treasury must also develop a plan for the safe and secure destruction and disposal of any biometric information collected or used prior to the enactment of this bill.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities for scientific research utilizing data from expanded access to investigational ALS treatments for individuals who are not otherwise eligible for clinical trials.  The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other rare neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases. The Government Accountability Office must report to Congress about the grants provided under this bill, including an analysis of the impact of such grants on research and development of treatments for ALS.

This resolution recognizes the importance of Christmas symbols and traditions. The resolution (1) disapproves of attempts to ban references to Christmas, and (2) supports the use of these symbols and traditions by those who celebrate Christmas.

Strategic Production Response Act This bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.

This resolution states that the Chinese government is responsible for ongoing abuses against the Uyghurs and other ethnic and religious minority groups and that these abuses constitute genocide and crimes against humanity. The resolution also condemns such genocide and crimes against humanity and calls on the President to take certain actions to put an end to these atrocities.

This resolution commemorates the 100th anniversary of the Alabama Farmers Federation and recognizes its efforts to promote and advocate for the agricultural and forestry interests of Alabama.

Eliminating Global Market Distortions to Protect American Jobs Act of 2021 This bill addresses unfair trade practices by making various changes to U.S. antidumping and countervailing duty law. Antidumping provides relief to U.S industries and workers that are materially injured or threatened with injury due to imports of like products sold in the U.S. market at less than fair value, while countervailing duty provides such relief from imports of products subsidized by a foreign government or public entity. Specifically, the bill establishes a process for successive antidumping and countervailing duty investigations. Successive investigations may be concurrent (an ongoing investigation of the same product from different countries) or recently completed (not more than two years before the date of the initiation of the successive investigation). Further, the bill establishes a time line for the Department of Commerce to issue determinations in successive investigations. Among other provisions, the bill authorizes Commerce to apply countervailing duty law to subsidies provided by a foreign government or public entity to a company operating in a different country, use another method for calculating the cost of production in specific circumstances, and require importers to provide a certification that the imported merchandise is not subject to an antidumping or countervailing duty order. Additionally, the bill establishes procedures for Commerce to conduct circumvention inquiries, including by specifying the deadlines for preliminary and final determinations. The bill repeals the Softwood Lumber Act of 2008, which addresses the importation of softwood lumber and softwood lumber products.
