Condemning the persecution of Christians in Nigeria and standing ready to support President Donald J. Trump in taking decisive action to end the existential threat that persecuted Christians face in Nigeria.

Maddy summaryHRES 866 is a non-binding House resolution condemning the systematic persecution of Christians in Nigeria by groups like Boko Haram and Fulani militants, and criticizing Nigeria's government for failing to protect Christian communities or acknowledge the violence. It calls on the U.S. government to support President Trump in using diplomatic, economic, and security tools to pressure Nigeria to end impunity for attacks, protect Christians, return displaced persons, and repeal blasphemy laws. The resolution specifically demands action against religiously motivated violence, including the release of those imprisoned for their faith, and urges coordination with international partners for humanitarian aid. It does not create new laws but expresses congressional support for U.S. policy actions targeting Nigeria's religious freedom violations.

Expressing the sense of the House of Representatives that a statue of Charles "Charlie" James Kirk should be accepted for display in the House of Representatives wing of the United States Capitol to honor his enduring legacy of free expression, civic leadership, and unwavering commitment to the American principles of faith, family, and freedom.

Maddy summaryHRES 842 is a non-binding resolution expressing the House's support for placing a statue of Charles "Charlie" James Kirk in the Capitol's House wing. It honors Kirk, founder of Turning Point USA and a conservative political figure assassinated in 2025, for his advocacy of free expression, civic engagement, and conservative principles. The resolution directs the House Fine Arts Board to accept the statue and display it permanently by January 2, 2027, though actual placement remains subject to the Board's approval. This is a symbolic gesture to commemorate Kirk's legacy, not a new law with policy impacts.

Firearm Access During Shutdowns Act

Maddy summaryThis bill ensures that critical firearm-related government operations continue during federal shutdowns. It designates background checks (via the FBI's National Instant Criminal Background Check System), Bureau of Alcohol, Tobacco, Firearms and Explosives enforcement, and firearm export licensing (handled by Commerce and State Departments) as essential services that must remain operational. These functions would be treated as "excepted" under federal law, meaning their employees would continue working even if other government services halt. The bill affects how background checks and firearm export licenses are processed during shutdowns but does not change gun ownership laws or eligibility.

Natural Gas Export Expansion Act

Maddy summaryThis bill streamlines approval for natural gas exports by creating an expedited process under the Natural Gas Act. It removes the requirement for formal approval orders when exporting to Canada or Mexico. Exports to nations under U.S. sanctions or designated by the President/Congress for national security reasons are excluded from the expedited process. The bill directly affects natural gas exporters seeking to expand international sales, primarily changing the application and approval procedures for foreign markets.

Restoring America’s Leadership in Innovation Act of 2025

Restoring America's Leadership in Innovation Act of 2025 This bill revises several aspects of patent law. The bill changes the U.S. patent system back to a first-to-invent system, in which the first inventor to conceive of an invention is entitled to a patent. Currently, the first person to file an application that meets all the necessary requirements is entitled to the patent. Several types of administrative patent challenge proceedings are abolished, as well as the U.S. Patent and Trademark Office (USPTO) body that decides those proceedings. The bill relaxes the standard for what constitutes patent-eligible subject matter. The only ineligible inventions shall be those that exist in nature independent or prior to human activity or that exist solely in the human mind. The bill also makes it easier for a patent owner that has won an infringement case in court to secure a permanent injunction against the infringing defendant. Specifically, there shall be a presumption that further infringement would cause irreparable harm to the prevailing patent owner, and the burden shall be on the infringer to prove otherwise. (Currently, a prevailing patent owner seeking a permanent injunction must prove, among other things, that further infringement would cause irreparable harm.) The bill limits what types of publications shall be treated as prior art that could be used to make an invention be considered to be anticipated or obvious (and therefore not patentable). The bill authorizes the USPTO to keep and spend all the fees that it collects.

REAL Meats Act

Maddy summaryThe REAL Meats Act (HR 5832) requires specific labeling for lab-grown meat products and plant-based alternatives that mimic meat. It mandates that cell-cultured products (lab-grown) must include terms like "cell-cultured" or "lab-grown" before their name, and plant-based products using terms like "beef" or "chicken" must include "analogue" or "plant-based" upfront. This directly affects food manufacturers selling these products, ensuring consumers clearly see whether a product is lab-made or plant-based. The bill defines "cell-cultured" as tissue grown from animal cells in a lab and "analogue" as plant/other ingredient products mimicking meat's appearance or taste without actual meat.

District of Columbia Medicaid Fairness Act

Maddy summaryHR 5815, the District of Columbia Medicaid Fairness Act, adjusts federal Medicaid funding for Washington D.C. by setting a specific Federal Medical Assistance Percentage (FMAP) for the district. It directly affects D.C. residents enrolled in Medicaid by guaranteeing a minimum federal funding share: 70% for fiscal years before 2027, gradually decreasing to 55% by 2029. For fiscal years 2030 and beyond, D.C. will receive the standard FMAP rate calculated under the Social Security Act, without the special adjustment. This change ensures D.C. receives a higher federal share than it would under the standard formula until 2029, after which it aligns with other states. The bill modifies Section 1905 of the Social Security Act to implement these funding adjustments.

Impeaching Deborah Boardman, Judge of the United States District Court for the District of Maryland, for high crimes and misdemeanors.

Maddy summaryThis resolution proposes impeaching Judge Deborah Boardman of the U.S. District Court for the District of Maryland, alleging she violated judicial standards by sentencing Nicholas John Roske - a man who attempted to assassinate Supreme Court Justice Brett Kavanaugh - to eight years (instead of the 30-year recommendation) - based on Roske’s transgender identity. The resolution claims Judge Boardman’s decision, which cited Roske as a "transgender woman" in sentencing, undermined the law and impartiality required of federal judges. It argues this conduct constitutes "high crimes and misdemeanors" by violating the constitutional standard for judicial "good behavior." The resolution is now referred to the House Judiciary Committee for further review.

Condemning the United Nations and International Maritime Organization for proposing a global tax on shipping emissions, threatening United States sovereignty, trade, and economic interests.

Maddy summaryHRES 812 is a non-binding House resolution condemning the International Maritime Organization (IMO) and United Nations for proposing a global tax on shipping emissions. It opposes the plan to require vessels to pay into a centralized international fund based on carbon emissions, arguing this would threaten U.S. sovereignty, raise costs for American exporters, and harm trade competitiveness. The resolution demands that U.S. representatives at the IMO vote against the proposal and asserts that no American shipping company can be taxed by international bodies without Congressional approval. It also calls for reciprocal measures against nations enforcing such a tax, though the resolution itself has no legal effect.
