Sen. John E. Brooks

Provides that if, as a result of services performed in line of duty during a state of emergency, a volunteer firefighter or volunteer ambulance worker is exposed to or comes in contact with COVID-19, the chief engineer or other executive officer of the fire department or fire company or the captain or other executive officer of the ambulance department, volunteer ambulance company or ambulance district of which he or she is a member may authorize such volunteer firefighter or volunteer ambulance worker to obtain such examinations, tests, treatment and care as are immediately necessary to determine whether he or she is injured; further grants a presumption that exposure to COVID-19 caused partial or total disability or death.

Creates a COVID-19 interim finance authority in relation to restructuring debt; establishes a COVID-19 interim finance authority to issue upon the request of an eligible New York county, village, town or school district bonds, notes or other obligations in one or more series including bonds, notes or other obligations issued to restructure or refinance general obligation debt, to prepay pension amortization, to pay the cost of issuance of such bonds, notes or other obligations, and bonds, notes or other obligations issued to refund or otherwise repay such bonds, notes or other obligations previously issued; makes related provisions.

Provides that state aid payments due for prior years shall be paid either from funds available in the general support for public school appropriation as a result of the deduction of excess payments of aid; or within the limit of the appropriation designated therefor.

Authorizes and directs the department of financial services to conduct a study on the feasibility and impact of requiring homeowners in high-risk flood areas to obtain flood insurance as a condition of obtaining a homeowner's policy; requires a report of the findings and any legislative recommendations to the governor, the temporary president of the senate, the minority leader of the senate, the speaker of the assembly and the minority leader of the assembly.

Extends the expiration of Long Island Rail Road tickets purchased before or during the COVID-19 state of emergency to one year from the date of purchase.

Relates to workplace safety and loss prevention programs.

Creates designated parking spaces at state buildings and facilities for recipients of the purple heart award.

Establishes a COVID-19 emergency rental assistance program; implements a program of rental and utility payment assistance to eligible households; defines terms.

Prohibits the retention of any amount of payment due and owing for materials delivered and accepted for a public or private construction project.

Provides that every public employer shall provide paid family leave benefits to the spouse, domestic partner, child, or parent of the employee who is on active duty (or has been notified of an impending call or order to active duty) in the armed forces of the United States.
