Establishes a home heating oil rebate program for residential home heating oil customers to receive a rebate of one dollar per gallon of grade number two heating oil purchased from July 1, 2021 to June 30, 2022, of a limit up to five hundred gallons.
Relates to renaming the bridges of the state highway system after New York state's medal of honor recipients.
Relates to supplemental military retirement allowances for members of public retirement systems of the state.
Provides for a phased decrease of excise taxes and sales taxes and petroleum business taxes on diesel motor fuel and motor fuel when the average price of motor fuel in the state exceeds $2.25 per gallon; authorizes cities having a population of one million or more and counties to adopt local laws limiting taxes on diesel motor fuel and motor fuel.
Authorizes every governing body of an assessing unit and every local assessor to accept a late application for a tax exemption related to having a disability for the 2020-2021 school taxes and the 2021 general taxes, provided that acceptance of such late application may occur only pursuant to local authorization by adoption of a local law in the case of a county, city, town or village, or passage of a resolution in the case of a school district other than a school district subject to article fifty-two of the education law.
Authorizes the Ruth AME Zion Church to file with the town of Brookhaven assessor an application for certain real property tax exemptions.
Designates the bridge over the Southern State Parkway on Deer Park Avenue between Parkdale Drive and Sylvan Road in the town of Babylon, county of Suffolk, the "Trooper Gerard B. Kane and Trooper Arthur B. Reddy Memorial Bridge".
Authorizes the empire state development corporation to develop a public awareness campaign promoting businesses located in New York state with an emphasis on small businesses and the need to shop in downtown local areas; requires the creation of the Buy New York Online Networking Directory to connect purchasers with businesses located in New York.
Authorizes the participation by free association libraries in the New York state and local employees' retirement system.
Imposes liability on the state for damages to persons caused by defects in state highways year round.
