Prohibits certain entities from engaging in the business of assisting for hire in securing motor vehicle registrations or, for compensation, giving instructions as to procuring motor vehicle registrations.
Establishes an educational program related to the prevention of anti-Semitism, Islamophobia bias and discrimination based on religion, race, sexual orientation or gender identity or expression.
Requires stretch limousines to be inspected once every six months for safety.
Requires each local government to live stream and post video recordings of all open meetings and public hearings; requires each local government to post such recordings for a period of not less than five years.
Requires contracting agencies to contact minority and women-owned business enterprises when such enterprise is listed on a utilization plan and when a contract is awarded; mandates that the prime contractor use such enterprise identified on the utilization plan, unless such enterprise cannot perform or is no longer state certified.
Waives fees at public campsites, parks and other public places of recreation for certain first responders.
Exempts certain first responders from vehicle registration fees.
Excludes water district capital expenditures from the tax cap.
Relates to the availability of agency records prior to or at an open meeting; removes the "to the extent practicable as determined by the agency or the department" limitation from the requirement that agencies and departments shall make records available.
Enacts the "Long Island public school solar and geothermal act" to provide funding to public schools located within Nassau or Suffolk county for the purchase and installation of solar panels and ground source heat pump systems; makes an appropriation therefor.
