Requires every residential lease to provide notice of information concerning flood insurance.

Relates to regulation of the billing of facility fees; requires notice prior to billing facility fees not covered by a patient's insurance; defines facility fees as those charged by a hospital, facility or provider designed to compensate for operational costs separate from professional fees.

Requires the office of addiction services and supports to develop training materials for health care providers and qualified health professionals, recognized by the office to enable the implementation of the screening, brief intervention, and referral to treatment program, regarding screening for alcoholism and chemical dependency.

Establishes the office of racial equity and social justice to act as the official state planning and coordinating office for changes in policy, practice and allocation of state resources so that race or social justice constructs do not predict an individual's success, while also improving opportunities and outcomes for all people, and performing all necessary and appropriate services required to fulfill these duties.

Establishes a registration system for contractors and subcontractors engaged in public work and covered projects in order to better enforce existing labor laws and regulations in the public works industry.

Requires the construction of certain parking facilities to be capable of supporting electric vehicle charging stations.

Establishes a blue alert system to aid in the identification, location and apprehension of any individuals suspected of killing or seriously wounding any police officer.

Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.

Authorizes the village of Mineola, county of Nassau, to alienate certain parklands for use in the village of Mineola public water supply system and replace such alienated parkland with a new, dedicated parkland.

Requires service providers to annually submit an emergency response plan to the public service commission for review; authorizes the public service commission to require the service provider amend the plan; authorizes the commission to open an investigation to review the performance of service providers in meeting the requirements of the emergency response plan.
