Establishes the transgender and gender non-binary (TGNB) wellness and equity program; establishes a fund for such program.

Establishes a cause of action for unlawful interference with protected rights.
Prohibits professional misconduct charges against health care practitioners on the basis that such health care practitioner, acting within their scope of practice, performed, recommended or provided reproductive health care services for a patient who resides in a state wherein such reproductive health services are illegal.
Provides certain legal protections for abortion service providers including protection from extradition, arrest and legal proceedings in other states relating to abortions legally performed in this state.
Relates to the definition of large capacity ammunition feeding device for purposes of the offense of criminal possession of a weapon in the third degree.
Authorizes the filing of an application for an extreme risk protection order by a licensed physician, licensed psychiatrist, licensed psychologist, registered nurse, licensed clinical social worker, certified clinical nurse specialist, certified nurse practitioner, licensed clinical marriage and family therapist, registerered professional nurse, licensed master social worker or licensed mental health counselor ho has examined the person against whom the order is sought.
