Allows for individuals to consent to receive information regarding donor programs at the time of application for or renewal of a driver's license or non-driver identification card

Allows for individuals consent to receive information from the C.W. Bill Young Cell Transplantation Program and the national marrow donor program at the time of application for or renewal of a driver's license or non-driver identification card; directs the commissioner of motor vehicles to establish a process by which the department of motor vehicles shall refer driver's license and non-driver identification card applicants who consent to having their information shared with the C.W. Bill Young Cell Transplantation Program and the national marrow donor program for the purposes of receiving information from such programs about enrolling as a potential donor.

Provides that receipts from other services and other business receipts, taxpayers, and combined groups including members, engaged in providing professional employer organization services shall include with such receipts amounts received with respect to wages, benefits, and other employee expenses disbursed to or for the benefit of a client's worksite employees and the related employment taxes if the amounts received are included in the calculation of the business income base or the combined business income base, respectively.
