Provides that every governing body of an assessing unit and local assessor shall extend to the 2020 and 2021 assessment roll, the renewal of the exemptions received on the 2019 assessment roll pursuant to sections 420-a and 420-b of the real property tax law, relating to tax exemptions for educational institutions, and no renewal application shall be required of any eligible recipient who received either exemption on the 2019 assessment roll in order for such eligible recipient to continue receiving such exemption at the same amount received on the 2019 assessment roll; makes related provisions.

Authorizes the county of Monroe to establish and implement a two-year universal basic income pilot program of 1000 participants chosen randomly from applicants residing in the county; provides $500 additional income per month for the duration of the program to the participants; requires findings on the effect of such additional income on the health, stress levels, and mental health of each participant and their household, information of the effects on the income level of each participant and if it alleviated poverty for any participant experiencing poverty; requires other information to be determined and examined; makes related requirements.

Relates to the eligibility of certain families with incomes up to eighty-five percent of state median income to receive child care assistance.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Provides a temporary retirement incentive for certain public employees (Part A); provides an age 55/25 years temporary retirement incentive for certain public employees (Part B).
