Requires the department of health to provide written, public updates to the Draft New York State's COVID-19 Vaccination Program Plan.
Directs the department of health to make publicly available the results of all inspections conducted by the department in nursing homes and other residential health care facilities in the state during the COVID-19 state disaster emergency.

Allows a taxpayer or the spouse of a taxpayer to deduct costs related to the taxpayer's organ donation; includes child care costs within such allowable costs.
Bans smoking in adult care facilities.
Relates to the geriatric demonstration program to promote mental health and home care collaboration; authorizes the commissioner of mental health to identify barriers to participation in the program and make recommendations to address such barriers.
Relates to termination of membership in a New York state retirement system.
