Relates to physician charges for missed appointments by patients; bars physicians from charging fees if a patient arrives on time for appointment but was not seen; requires written policy about missed appointments be prominently posted in patient waiting room and included in bills mailed to patients.
Prohibits an individual convicted of a crime involving elder abuse from inheriting from the elder's estate as a distributee.
Establishes the New York state masters-in-mental health incentive scholarship program for qualified persons at a New York state public institution of higher education who seeks a career as a mental health clinician; requires such person to enroll in full-time study in an approved master's degree for mental health practitioners program at a New York state public institution of higher education or private not-for-profit college or university in this state which leads to licensure as a mental health counselor, family therapist, creative arts therapist, psychoanalyst, or applied behavioral analyst; requires the execution of a service contract agreeing to be employed for four years by a non-profit organization licensed, funded or designated by the office of mental health, the office of addiction support and services, or the office for persons with developmental disabilities; makes related provisions.
Allows a suspending authority to condition the early return of a student on such student's voluntary participation in counseling or specialized classes, including anger management or dispute resolution, where applicable.
Provides that court records in a proceeding under articles 77, 78 and 81 of the mental hygiene law shall not be perused, examined, disclosed, taken or copied by any other person than a party, the attorney or counsel of a party, the guardian, the court evaluator or the court examiner except by order of the court.
Creates a private right of action for fertility fraud; adds a health care practitioner using human reproductive material from the practitioner or from a donor knowing or who reasonably should have known that such patient had not expressly consented to such use, to the crime of aggravated sexual abuse in the fourth degree; relates to the time in which to commence actions relating to fertility fraud; includes fertility fraud in the definition of professional misconduct for physicians, physician's assistants and specialist assistants.
Prohibits the use of chemical agents by police officers against minors under the age of eighteen.
Relates to the operation of bicycles at stop signs and traffic-control signals.
Relates to the posting of certain COVID-19 vaccine disbursement information on the internet website of the department of health; establishes such information shall include, but not be limited to, the total number of vaccine doses disbursed to, address of, and selection method of each approved vaccine provider and state operated point of dispensing site.
Prohibits enforcement of personal liability provisions against individuals in the event of default on a commercial lease, where the commercial tenant was restricted from operating under certain executive orders relating to the COVID-19 pandemic.
