Provides that no bill which increases, extends, imposes or revives any tax, fee, assessment, surcharge or any other such levy or collection, be passed or become a law, except by the assent of two-thirds of the members elected to each branch of the legislature voting separately; makes an exception for any bill which results from the passage of a home rule message.

Directs child protective services to investigate and test, for the presence of controlled substances, a child under the age of 3 who was in the vicinity of a drug arrest of a parent, guardian or person legally responsible for the child; authorizes family courts to order the production of such a child for the purpose of conducting such testing; and directs the office of children and family services to compile data on such testing, and to submit a report thereon to the governor and the legislature.
Relates to patient counseling before issuing a prescription for a schedule II opioid; requires practitioners to consult with the patient regarding the quantity of the opioid and the patient's option to fill the prescription in a lesser quantity, and to inform the patient of the risks associated with opiate addiction and document the reason for the prescription.
