Prohibits the authority from contracting or purchasing energy or environmental attributes when such energy is transmitted over an electric transmission line that interconnects a location outside of the United States when the transmission does not provide access to electric generating facilities within the state.

Authorizes real property taxing jurisdictions to grant a partial tax exemption for property purchased by a physician in a physician shortage area, as determined by the commissioner of health, which will be such physician's primary residence and he or she will practice in such shortage area; provides state aid to taxing jurisdictions which grant the exemption to the extent of the tax savings provided to physicians.
Establishes the Great Lakes flood recovery grant program to provide grants to small businesses, farms, multiple dwelling owners, homeowners, nonprofits and municipalities for flood damage resulting from the raised level of Lake Ontario, Lake Erie, Lake Champlain and/or the St. Lawrence river; such program shall be administered by the empire state development corporation.
Authorizes certain licensed health service professionals to form limited liability companies.
Relates to removing limits on the duration of treatment by a licensed physical therapist when a patient does not have a referral.
Repeals tax reduction for certain gas and electric service.
Authorizes and regulates the operation of commercial vehicles directly engaged in a critical service business activity on state highways and parkways which are subject to the jurisdiction of the department of transportation.
Provides a tax credit for certain durable medical equipment.
Repeals and reenacts statute of limitation provisions on wrongful death, personal injury and property damage actions against professional engineers, architects, landscape architects, land surveyors and construction contractors to provide for a limitations period of ten years after completion of improvement to real property; "completion", which constitutes the accrual date for the limitations period, is defined; provides for a one year extension for injuries to person or property or wrongful death which occur during the tenth year after completion.
Relates to insurance coverage of early intervention services.
