Establishes the Great Lakes flood recovery grant program to provide grants to small businesses, farms, multiple dwelling owners, homeowners, nonprofits and municipalities

Establishes the Great Lakes flood recovery grant program to provide grants to small businesses, farms, multiple dwelling owners, homeowners, nonprofits and municipalities for flood damage resulting from the raised level of Lake Ontario, Lake Erie, Lake Champlain and/or the St. Lawrence river; such program shall be administered by the empire state development corporation.
