Excludes from state income tax up to $10,200 of unemployment compensation benefits earned by a resident of the state.
Prohibits the diversion of funds dedicated to operating and maintaining an enhanced 911 emergency telephone system or other municipal public safety upgrades to the general fund or to any other purpose; requires a diversion impact statement if any diversion of funds occurs by passage of legislation; provides that a portion of funds collected from the public safety communications surcharge will go to the municipal public safety upgrade fund instead of the general fund; establishes the municipal public safety upgrade fund.
Provides that the court may, in its discretion, dispense with the defendant's personal appearance at an arraignment and conduct an electronic arraignment.
Provides judges with more discretion regarding securing orders and limiting the lengths of certain orders; establishes new criminal discovery rules.
Authorizes air transport ambulance service providers to store and distribute human blood at all their facilities and distribute human blood and blood products and to initiate and administer transfusions of the same while providing air transport services.
Authorizes the department of health to establish the New York state rural ambulance services task force; requires such task force to conduct a study on the unique challenges faced by New York state ambulance services in rural areas.
Provides that any condition of impairment of health caused by Parkinson's Disease, resulting in total or partial disability or death to a paid firefighter shall be presumptive evidence that, unless the contrary be proven by competent evidence, such disability or death was caused by the natural and proximate result of an accident, not caused by such firefighter's own willful negligence, and was sustained in the performance and discharge of duty.
Relates to the closure of certain office of mental health, office for people with developmental disabilities or office of children and family services facilities and institutions.
Authorizes the village of Endicott to offer an optional twenty year retirement plan to Police Officer Jennifer Quinn who is employed by such village.
Permits the Owego Apalachin central school district to establish an insurance reserve fund.
