Relates to the distribution of certain mandatory surcharges imposed for alcohol-related traffic convictions; establishes an impaired driving safety fund.
Relates to annual vehicular access for active duty service members; requires annual passes be issued to active duty service members and their immediate families at state parks or recreational facilities upon presentation of a military identification card.
Relates to extending the benefits of the STAR program to small businesses; defines small business as a business which employs one hundred persons or less.

Relates to eliminating the wage board; removes any reference in article 19 of the labor law to the wage board.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Provides that a member of the New York state teachers' retirement system or the New York city teachers' retirement system, and certain members of the New York state and local employees' retirement system who are employed by teaching institutions, shall be entitled to obtain credit for up to 5 years of service rendered as a teacher employed by a private elementary or secondary school or by a private college in New York state.
Provides procedures to be followed in appointing a hearing officer for removal and disciplinary action against certain public employees not in the service of the city of New York, including the use of a member of the American Arbitration Association as the hearing officer and the fees to be paid therefor; provides for suspension, with pay, pending the determination except where the employee has entered a guilty plea to a felony crime involving criminal sale or possession of a controlled substance.
Includes certain violations involving the use of a machine-gun, firearm silencer, firearm, rifle, shotgun, disguised gun, ghost gun or assault weapon as qualifying offenses for the purpose of imposing bail.
Expands the definition of immediate family to include parents, step-parents, siblings, grandparents and grandchildren as such term relates to the sale or disposal of certain firearms.
