Modifies the definition of disorderly conduct for family offense proceedings to not require an intent to cause public inconvenience, annoyance or alarm, or recklessly creating a risk thereof, but merely an intent to cause annoyance or alarm, or recklessly creating a risk thereof.

Extends the authorization of the county of Onondaga to impose an additional rate of sales and compensating use taxes until November 30, 2023.

Establishes the "division of research and analysis" which is a part of the legislative library and assists members of the legislature by providing research and analysis on policy.
