Establishes the crime of voter intimidation or harassment and prohibits persons who have been convicted of such crime from registering for or voting at an election.
Relates to expanding the requirements for dealer exemption from the vehicle electronic reassignment and integrated facility inventory system to include dealers that sell less than one hundred vehicles per year.
Allows the immediate family of a member of the armed forces killed in active duty to qualify for the alternate veterans exemption.
Relates to creating the New York state rural doctors and nurses loan forgiveness program to attract doctors and nurses to be employed in rural areas throughout New York state on a full-time basis.

Relates to increasing the retention percentage for certain motor vehicle service fees.
Establishes the biometric privacy act; requires private entities in possession of biometric identifiers or biometric information to develop a written policy establishing a retention schedule and guidelines for permanently destroying biometric identifiers and biometric information when the initial purpose for collecting or obtaining such identifiers or information has been satisfied or within three years of the individual's last interaction with the private entity, whichever occurs later.
Authorizes the commissioner of general services to transfer real property from the St. Lawrence psychiatric center to the city of Ogdensburg.
Requires the department of health in conjunction with the department of corrections and community supervision to identify the short-term and long-term effects of fentanyl, heroin, methamphetamine, cocaine, synthetic hallucinatory substances and certain prescription drug exposure on law enforcement officers and correctional officers who repeatedly come into contact with such substances during screening efforts at correctional facilities, raids and arrests.
