Protects patients from liens against their primary residence and wage garnishment due to money judgments arising from actions brought by hospitals or health care professionals.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an aggrieved employee, whistleblower or representative organization to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Relates to the statute of limitations for actions based on discriminatory practices in employment; establishes action must be commenced within six years.
Relates to making electronic ballot images and cast vote records public records of the board of elections upon request.
Requires the trustees of The State University of New York to develop a SUNY-wide zero waste action plan.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Directs the commissioner of housing and community renewal to conduct annual audits of compliance with the affordable New York housing program; requires the results of such audits to be published on the division's website.
Relates to agreements and stipulations of child support; explains when sections of an agreement, stipulation or court order shall be deemed void and the hearing process that shall determine such.
