Repeals section 470 of the judiciary law relating to allowing attorneys having offices in the state to reside in an adjoining state

Maddy summaryThis bill removes a specific rule in the state's judiciary law that previously allowed lawyers with offices in the state to live in a neighboring state. By repealing Section 470, the legislation ends this exception, meaning attorneys must now reside within the state to maintain their local practice. The change applies immediately to all lawyers currently relying on this provision and affects anyone seeking to establish a legal office in the state.

Includes stormwater in the definition of sewage for purposes of certain water, sewer, and water and sewer authorities

Maddy summaryThis bill updates legal definitions within New York's public authorities laws to include stormwater as part of the definition of sewage. It directly affects water, sewer, and combined water and sewer authorities by requiring them to treat stormwater runoff the same way they treat human and animal waste. The legislation provides a clear definition of stormwater as rain or meltwater that cannot be absorbed by the ground. By making this change, the bill ensures that these authorities can regulate and manage stormwater under existing sewage management rules.

Relates to the use of consumer credit history for certain purposes

Maddy summaryThis bill prohibits employers and licensing agencies from using an individual's consumer credit history when making hiring, employment, or licensing decisions. It defines consumer credit history to include credit reports, credit scores, and details about payment history or debts obtained directly from the individual. While the law generally bans this practice, it includes specific exceptions for roles requiring high levels of public trust, such as peace officers, positions involving access to trade secrets or national security, and jobs with significant financial authority. The legislation also ensures that existing local laws offering greater protection to employees remain valid and requires the Division of Human Rights to report on how these exemptions are used within two years.

Expands insurance coverage requirements for human donor milk

Maddy summaryThis bill requires health insurance policies to cover the cost of pasteurized donor human milk for specific infants who cannot breastfeed due to medical conditions or low birth weight. It removes the previous restriction that limited this coverage to hospital settings, allowing insurance to pay for the milk when used outside of inpatient care as well. The coverage applies to infants weighing less than 1,500 grams or those at high risk for a serious intestinal condition called necrotizing enterocolitis, provided a doctor has ordered the milk. The law mandates that these policies may also include necessary medical fortifiers to support the infant's nutrition.
