Relates to the provision of financial assistance to museums, zoos, botanical gardens, aquariums and other cultural institutions located in low-income urban, suburban or rural communities, or that provide educational services to students from such communities.
Provides that on or before January 1, 2023, in consultation with the department of environmental conservation, the office of general services shall establish a methodology for state agencies to estimate, to the extent practicable, the greenhouse gas emissions that occur through the life cycle of all food and beverages purchased by the state agency, including third-party vendors that provide food on behalf of the state agency; makes related provisions.
Relates to certificates of registration for entities that manufacture or assemble zero emissions vehicles and have no franchised motor vehicle dealers in New York.

Directs the department of state to develop and implement benchmarking standards for the total annual use of energy and water for certain buildings.

Directs the department of transportation to conduct a study on the feasibility of removing interstate 787 and replacing it with traffic features that will allow easier access to the Hudson river waterfront and provide reasonable traffic operations.
Prohibits the use of chemical agents by police officers against minors under the age of eighteen.
