Creates a private right of action for fertility fraud; adds a health care practitioner using human reproductive material from the practitioner or from a donor knowing or who reasonably should have known that such patient had not expressly consented to such use, to the crime of aggravated sexual abuse in the fourth degree; relates to the time in which to commence actions relating to fertility fraud; includes fertility fraud in the definition of professional misconduct for physicians, physician's assistants and specialist assistants.
Relates to the packaging of cannabis and industrial hemp products; requires the cannabis control board to develop strategic plans detailing the packaging and labeling requirements to be used prior to the retail sale of any cannabis or cannabis product; establishes a sustainable cannabis packaging incubator program.
Prohibits the sale of infant walkers; restricts the use of such infant walkers in certain settings.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Enacts the carbon dioxide removal leadership act which directs New York state to procure carbon dioxide removal services in order to achieve statewide net zero greenhouse gas emissions pursuant to legally enforceable limits; defines terms.
Requires developers of offshore wind renewable energy projects receiving state financial support for such projects to use New York-based manufacturers that have labor peace agreements with employees, ensuring uninterrupted supply of equipment for such projects.
Allows credit unions, savings banks, savings and loan associations and federal savings associations to accept and secure deposits from municipal corporations.
Establishes the minority- and women-owned business protection program to provide grants with funding from the American Rescue Plan Act of 2021 to qualifying entities that have less than 100 employees per location, was in existence in New York state by the first day the state disaster emergency related to COVID-19 was declared by the governor, can document actual economic harm or revenue shortfall as a direct result of the pandemic, and has filed 2018, 2019 or 2020 tax returns.
Requires social media networks to provide and maintain mechanisms and policies for reporting vaccine misinformation on their platform.
