Specifies contribution rates for employers to the unemployment insurance fund in the 2022 and 2023 fiscal years, regardless of what the current actual size of the fund index is; sets the unemployment insurance maximum benefit rate.

Provides for dispensing emergency contraception under certain conditions; defines emergency contraception.
Establishes a procurement goal that at least fifteen percent of all food and food products purchased by state agencies shall be New York state food products in the first and second year after such law takes effect, at least twenty percent in the third year and twenty-five percent thereafter.
Relates to direct marketing activities for New York beverages; authorizes the sale of beer and wine at movie theaters.
Requires the issuance and display of a TNC driver identification card which includes such driver's name, photograph and license plate number, and additionally requires each TNC vehicle to display an illuminated sign indicating the TNC for which the TNC driver is providing the TNC service or TNC prearranged trip; requires rules to implement a machine-readable code or image.
Permits the use of contiguous and non-contiguous municipal public space by certain licensees under the alcoholic beverage control law.
Prohibits the idling of any passenger vehicle, with certain exceptions, for more than 3 consecutive minutes; establishes the first violation is a warning and subsequent violations of such section are traffic infractions punishable by a fine of $150.
Prohibits participation in torture and improper treatment of incarcerated persons by health care professionals; prohibits a health care professional from engaging, assisting or planning the torture or improper treatment of an incarcerated person; requires health care professionals to report torture and improper treatment.
Requires corporations and municipalities to notify property owners prior to beginning services that may interfere with a property owner's ability to enjoy, use, or access such property owner's property; exempts cases where a natural or man-made disaster or state of emergency occurs.
Directs a study on the feasibility of adjusting the compulsory attendance age of minors attending full time instruction; on or before July 1, 2023.
