Provides that the winnings from off-track betting, remaining unclaimed by April 1 each year, shall become part of the regional off-track betting corporation's operating account.
Establishes the resilient New York revolving loan program and the resilient New York revolving loan fund to provide low or no-interest loans to municipalities, not-for-profit organizations, and individual property owners for hazard mitigation and resilience projects; provides funding from federal STORM Act.
Implements a one year phase-in period for a local law, ordinance or resolution imposing a paper carryout bag reduction fee where forty percent of such fees are returned to such county or city for the purpose of purchasing and distributing reusable bags, with priority given to low- and fixed-income communities, and after the first year, such forty percent of fees shall be remitted to the person who collected the fees.

Authorizes park-and-ride development as construction or improvement by the department of transportation partly at municipal expense.
Relates to penalties for striking a pedestrian crossing a street while operating a motor vehicle.
Amends the definition of "private information" to include birth dates, home addresses, or phone numbers, or any combination thereof.
Replaces each instance of the word accident with the word crash in relation to the vehicle and traffic law.
Expands the empire state child credit to cover children under the age of four; doubles such credit for young children.
