Prohibits certain charges to residential consumers in connection with the purchase of zero emissions credits from the New York State Research and Energy Development Authority and attributed to the continued operation of the nuclear powered generating facility or facilities.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Establishes the small wholesaler liquor license; provides that the fee for such license is two thousand dollars.
Provides that each electric corporation shall establish a unique priority phone number that shall remain in operation every day of the year for customers who have documented their need for essential electricity for medical needs; makes related provisions.
Establishes the New York state innovation voucher program; provides small businesses with access to research and development by colleges and universities, government laboratories and public research institutes in order to assist such businesses in the creation of innovative products or services.
Allows municipalities to regulate pesticides such that they do not conflict with any laws, rules or regulations related thereto.
Relates to certificates of registration for entities that manufacture or assemble zero emissions vehicles and have no franchised motor vehicle dealers in New York.
Promotes understanding, awareness and enforcement of animal crimes laws.
Authorizes the sale of merchandise other than beer by licensed breweries and licensed farm breweries and the operation of another business on a licensed premises; authorizes licensed breweries and farm breweries to charge for tours and tastings.
