Provides for adult changing tables to be placed within an enclosed restroom facility or other similar private facility that is for use by persons with disabilities who need help with diapering at commercial places of public amusement and state-owned buildings open to the public.

Prohibits funding of any degree-granting institution of higher education if such institution permits certain organizations on campus

Prohibits state funding of any degree-granting institution of higher education if such institution permits terrorist organizations or activities in support of such organizations on campus; prohibits any student group or organization of receiving funding from the degree-granting institution if such group or organization directly or indirectly promotes, encourages, advocates, or engages in any terrorist advocacy or activities on campus.

Provides for members of certain retirement systems to obtain credit for up to 5 years service rendered as a teacher in a private elementary or secondary school or a private college in New York state

Provides that a member of the New York state teachers' retirement system or the New York city teachers' retirement system, and certain members of the New York state and local employees' retirement system who are employed by teaching institutions, shall be entitled to obtain credit for up to 5 years of service rendered as a teacher employed by a private elementary or secondary school or by a private college in New York state.
