Requires that no less than $50 million is allocated from the cleanwater infrastructure project for the exploration and development of a new source of drinking water for the village of Hoosick Falls and the town of Petersburgh.

Provides that the state shall cover the cost of maintenance and operation of local veterans' service agencies up to certain set limits.
Entitles members to bring one statewide piece of legislation of his or her choosing to the floor for a vote without a home rule message and committee review during each two-year term.
