Increases the amount of the salary paid to any career and technical education teacher, supervisor or other employee of a program of the board of cooperative educational services that is considered to be an approved expense for purposes of state allocation.
Relates to hunting, fishing and outdoor education in high school physical education courses.
Provides that the New York State career development and occupational studies commencement credential shall be considered a diploma and shall be awarded to students with certain disabilities who have attended school for 12 years.

Creates a veteran's home and land ownership loan program to provide loans to veterans to purchase homes or unimproved land suitable for building; requires such loans to be secured by a second mortgage.
Provides for free hunting, fishing and trapping licenses to residents of the state who are active duty members of the U.S. armed forces regardless of where such person is stationed.
Authorizes the state mortgage agency to purchase veterans' assisted forward commitment mortgages from banks within the state; requires the board of directors of the state mortgage agency to establish income limits for eligible veterans from time to time.
