Provides that medical marihuana may be used as part of the treatment of a patient's condition and removes the "serious" designation of such condition; provides that a practitioner be authorized to prescribe controlled substances in the state and removes the requirement that a physician prescribe such medical marihuana; increases the supply amount of marihuana from thirty to sixty days; allows a designated caregiver facility or designated caregiver facility employee to possess, acquire, deliver, transfer, transport or administer medical marihuana; requires the commissioner of health to establish a medical marihuana research license; establishes a medical marihuana research program; requires the registration of designated caregiver facilities; authorizes the commissioner of health to approve and permit one or more independent laboratories to test medical marihuana; increases the number of dispensing sites of a registered organization from four to eight; and makes related provisions.
Prohibits a health care plan from making prescription drug formulary changes during a contract year.
Provides for the synchronization of multiple prescriptions for recipients of medical assistance.
Enacts the "New York State Restoration of Honor Act".
Authorizes and directs the commissioner of education to develop a program for veterans who served on active duty to receive high school diplomas.
Directs the division of veterans' services to maintain a discharge upgrade advisory board program to provide written non-binding advisory opinions to veterans of the state of New York who are appealing their character of discharge from the discharge review board or the board for corrections of military or naval records for their branch of service on the federal level.
Allows patients up to twelve visits with an occupational therapist without a referral from a physician, nurse practitioner or other health care provider; provides that the occupational therapist inform the patient of certain potential insurance issues.
Authorizes boards of cooperative educational services to enter into certain contracts with out-of-state schools related to existing technology products, including computer programs and software packages that help students learn and assist districts with achieving greater efficiencies; defines "out-of-state public school"; changes the term "common core" to "next generation" standards or curriculum.
Prohibits household cleansing products, cosmetic products and personal care products that contain 1,4-dioxane.
