Establishes the retire strong tax credit for certain individuals age 65 or older; authorizes a tax credit amounting to half the qualifying real property taxes paid by such individual for the taxable year, up to $6,500.
Adds a person having been previously convicted of petit larceny two times within any three month period or three times within any twelve month period to the definition of grand larceny in the fourth degree.
Relates to prehospital emergency medical services for individuals in substance use recovery; requires policies, procedures, and protocols to be developed to identify individuals in substance use recovery and to avoid treatment that could compromise such individuals' recovery.
Imposes consultation and reporting requirements for municipal corporations resettling, transporting or relocating non-detained migrants to another municipal corporation within the state, which is directed, administered, or funded by the federal government, the secretary of health and human services in the case of minors, the secretary of homeland security in the case of adults, or any municipal corporation within the state or agents thereof.
Exempts from the mortgage recording tax mortgages executed by a veteran first time homebuyer.
Repeals certain provisions establishing a fee for background checks on certain firearm and ammunition purchases; removes such fees as a source of funds for the background check fund.

Enacts "Chelsey's law"; provides that a person commits the crime of manslaughter or aggravated manslaughter when he or she knows or has reasonable grounds to know that a controlled substance is likely to cause the death of another person and sells, administers, delivers, or causes the delivery of a controlled substance to another person and such substance causes, contributes to, or aids in the death of such other person.
Moves certain elections to odd-numbered years.
