Enacts "Alyssa's law"; authorizes school boards to include information regarding the installation of a panic alarm system in any school in the district in the district-wide safety plan; defines "panic alarm system".

Relates to the John R. Lewis Voting Rights Act of New York; establishes rights of actions for denying or abridging the right of any member of a protected class to vote; provides assistance to language-minority groups; provides for preclearance of certain voting policies; makes related provisions.
Requires the office of parks, recreation and historic preservation to prohibit the sale of single use plastic water bottles in state parks managed by such office.
Requires the department of financial services to fulfill certain requirements to implement homeowner natural disaster preparedness, home safety and loss prevention courses, by issuing a request for proposal and acting on such requirements of part BB of chapter 54 of the laws of 2016.
Prohibits the use of intoxication of the victim as a defense in sex crimes; creates an affirmative defense where the defendant, at the time he or she engaged in the conduct constituting the offense, did not know of the facts or conditions responsible for such lack of consent.
Requires manufactured home park owners to provide a written justification for rent increases in excess of three percent of the current rent; provides that increases in costs to justify such rent increase for ordinary maintenance or repair to meet the warranty of habitability obligations must be shown to be necessary.
Authorizes municipalities to construct and maintain broadband and related telecommunications infrastructure, or to contract with a corporation or nonprofit organization for such services; authorizes municipalities to issue and sell bonds or other municipal obligations to provide funds for such services.
