Sen. Elijah Reichlin-Melnick

Authorizes the commissioner of general services to transfer and convey by a 99-year lease certain unappropriated state land to the Sing Sing Prison Museum; requires the department of corrections and community supervision shall enter into a management agreement with such museum that would include, but not be limited to, requirements for operating such museum, the ongoing needs of the Sing Sing Correctional Facility with regard to safety and security, and a description of the property boundaries for the leased property and easement; makes related provisions.

Prohibits selling a drug subject to a shortage for an unconscionably excessive price.

Requires every residential lease to provide notice of information concerning flood insurance.

Establishes the office of racial equity and social justice to act as the official state planning and coordinating office for changes in policy, practice and allocation of state resources so that race or social justice constructs do not predict an individual's success, while also improving opportunities and outcomes for all people, and performing all necessary and appropriate services required to fulfill these duties.

Establishes the warehouse worker protection act; requires employers to provide a written description of quotas to which employees are subject and states that employees shall not be required to meet quotas that prevent compliance with meal or rest periods, or use of bathroom facilities.

Requires the examination of current and the recommendation of future standardized building code requirements for flood mitigation.

Relates to restoring the oversight of certain contracts by the state comptroller; makes technical corrections therefor; makes related provisions.

Increases penalties for fraud which occurs in connection with an abnormal disruption of the market.

Relates to minimum standards for code enforcement personnel; requires the secretary of state to promulgate rules and regulations in relation to minimum standards for code enforcement personnel including requirements for training.
