Directs the commissioner of education to conduct a study on the efficacy, adequacy, and equity of the Foundation Aid formula and to make recommendations on potential modifications to such formula; provides for the repeal of such provisions upon expiration thereof.
Requires the fair campaign code to require campaign literature and other mass media identify the person, political party or committee authorizing such material.
Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.
Designates January 6th as Democracy Day.
