Suspends the payment of property taxes during a state disaster emergency for owners of one, two and three family dwellings; suspends rent payments during a state disaster emergency; suspends power, water and sewer payments during a state disaster emergency.

Designates the members of the opioid settlement board as public officers for the purposes of the public officers law.
Prohibits new cannabis dispensaries from opening up within five hundred feet of other licensed cannabis dispensaries; provides an exception if the location of such premises is in the public interest.
Requires that if a person is treated at a hospital and such hospital conducts a urine drug screening to assist in diagnosing the person's condition, the hospital shall include testing for fentanyl in such urine drug screening; defines urine drug screening.
Prohibits the disclosure of individualized fare payment data by the metropolitan commuter transportation authority and the New York city transit authority for the purpose of maintaining customer privacy; provides certain exceptions when such data can be disclosed.
Requires that all terrain vehicles only be filled with gas when on a tow or trailer; requires gas stations to post signs indicating to customers that an ATV needs to be on a tow or trailer before filling it with gas.
Includes individuals treated with opioid partial agonist treatment medication as being in an opioid treatment program for the purposes of certain insurance coverage and co-payments.
Prohibits retail dealers from opening a tobacco business within 500 feet of an already existing licensed tobacco business; provides an exception if it is determined to be in the public interest by the municipality or community board.
Establishes an epinephrine auto-injector affordability program to provide low-cost epinephrine auto-injectors; requires insurance coverage for epinephrine auto-injectors and capping the co-pay or deductible for such at sixty dollars; makes failure to comply with the epinephrine auto-injectors affordability program a deceptive business practice; makes an appropriation therefor.
Relates to acknowledging the fundamental injustice, cruelty, brutality, and inhumanity of slavery in the City of New York and the State of New York; establishes the New York state community commission on reparations remedies to examine the institution of slavery, subsequently de jure and de facto racial and economic discrimination against African-Americans, the impact of these forces on living African-Americans and to make recommendations on appropriate remedies; provides for the repeal of such provisions.
