Requires persistently dangerous schools to file an incident reduction plan detailing the steps the school will take to reduce incidents of violence and disruption and requires notice to be given to victims of harassment, bullying, or violent offenses of their right to transfer to another public school.

Relates to the promotion of civil service exams and requires the state civil service department to make efforts to utilize state university of New York educational opportunity centers when selecting testing sites.
Relates to the definition of a sex offense; provides that if luring a child or the attempt thereto requires an actor to register as a sex offender, then the act is determined to be a sex offense.
Relates to creating a private right of action for the breach of a consumer's identifying information such as their social security number, driver's license number, bank account number, credit or debit card number, personal identification number, automated or electronic signature, unique biometric data, account passwords or other information that can be used to access an individual's financial accounts or to obtain goods and services.
Relates to requiring the Department of Homeless Services to notify the affected community board prior to locating transitional housing for the homeless; requires written notification sixty days before the department enters into a contractual arrangement with a transitional housing provider or otherwise finalizes its decision to use or expand a location as transitional housing.
Ensures language assistance services by state agencies; requires state agencies to maintain records of the primary language spoken by any individual seeking such assistance; and requires state agency to submit an annual report on language services.
Requires school districts to establish a language assistance program for limited English proficient parents of students; requires record keeping and annual reporting; permits districts to jointly establish such programs.
Allows a district attorney to file a petition to seek the imposition of residency restrictions for certain sex offenders; allows a sex offender subject to a residency restriction to petition the court which imposed such restriction for an order terminating or modifying such residency restriction.
Establishes "Junior's law" which requires a business with fifty employees or less to provide safe haven to endangered children and creates a "safe walk home zone" program between local boards of education and school boards and local chambers of commerce.
Requires a court to advise a defendant that if he or she is an alien and he or she is convicted of a crime, whether by plea or trial, such conviction may result in his or her deportation; allows a withdrawal of a plea of guilty by an alien if such alien is threatened with deportation and such alien is not so advised of such threat of deportation.
