Creates the incentivizing habitability opportunity program

Creates the incentivizing habitability opportunity program; provides that each local social services district shall provide an incentive to owners who enter into a residential lease or rental agreement with an eligible household for a qualified dwelling unit in order to address homelessness and ensure appropriate habitability standards.

Requires residential real property managers to be licensed by secretary of state

Requires residential real property managers or any firm employing a property manager, contracting with a property manager or contracting to provide a property manager to file a registration statement with the secretary of state and to be certified from an approved certifying organization.

Relates to rental assistance

Relates to rental assistance; provides that under no circumstances shall a local social services district require proof that a court proceeding has been initiated as a condition of eligibility for a rent arrears grant or rental assistance; provides that no repayment agreement shall be required and no collection of overpayments shall be conducted for certain assistance provided from March 7, 2020 until the later of the end of the state of emergency declared pursuant to executive order number 202 of 2020 or February 28, 2022.

Relates to sanitation services provided to the New York city housing authority

Relates to sanitation services provided to the New York city housing authority; provides notwithstanding the provisions of section 16-114 of the administrative code of the city of New York, the New York city housing authority shall not be required to pay for sanitation services provided by the sanitation department of the city of New York.
