Relates to the designation of Good Friday as a public holiday

Maddy summaryThis bill designates Good Friday (the Friday before Easter) as a public holiday for state government offices and schools. It amends the General Construction Law to add Good Friday to the official list of public holidays and modifies the Education Law to require all public schools to close on Good Friday. The bill also mandates that school calendars replace "Spring Recess" with "Good Friday" and ensures school day calculations account for this holiday without reducing instructional time. The change applies to all public school districts in the state, effective January 1 following enactment.

Provides for income access services in the state

Maddy summaryThis bill establishes a licensing and regulatory framework for "earned income access providers" in New York, which are companies that allow workers to receive wages they've already earned but aren't yet due (e.g., early paycheck access). It requires these providers to obtain a license, caps fees at $5 for transactions of $75 or less and $7 for larger transactions, and sets standards for transparency and consumer protection. The law directly affects workers using these services and the providers offering them, while exempting traditional banks and financial institutions from licensing requirements. Key provisions include mandatory fee limits, licensing requirements, and rules for advertising and data collection.

Relates to medicaid eligibility for youth leaving court ordered placement

Maddy summaryThis bill (S 4167) automatically grants Medicaid eligibility to youth exiting foster care in New York State. Specifically, it makes youth placed under certain Family Court Act sections (353.3 or 353.5) presumptively eligible for Medicaid starting the day they are released from court-ordered placement. This automatic eligibility lasts for up to 60 days or until a formal Medicaid determination is made, whichever comes first. During this period, medical care provided by eligible providers counts as Medicaid-covered services. The bill aims to ensure continuous health coverage for vulnerable youth transitioning out of foster care.
