Relates to traffic ticket liability for midwives

Maddy summaryThis bill creates an exception for licensed midwives who receive traffic tickets while responding to emergency medical situations. It establishes a rebuttable presumption that midwives are not liable for certain traffic violations (like running red lights or speeding) if they provide a signed affidavit confirming they were in an emergency response at the time. The provision applies specifically to midwives operating motor vehicles during urgent medical calls, not to general traffic violations. This change directly affects midwives by offering legal protection from ticket penalties when performing emergency medical duties.

Requires legislative approval of increases in utility charges

Maddy summaryThis bill, S 1414 (the "utility ratepayer protection act"), requires electric, gas, and water utilities to get legislative approval before raising rates. Utilities must submit a detailed report 180 days in advance, including justification and their financial status, to the legislature. The legislature can deny an increase if it deems it unnecessary to cover service costs, and any approved increase requires a majority vote in both the Senate and Assembly. The bill takes effect immediately upon enactment.

Implements a students' bill of rights for city university of New York institutions

Maddy summaryThis bill requires all City University of New York (CUNY) colleges and universities to adopt written policies guaranteeing specific student rights. Key provisions include ensuring student representation on conduct boards and policy-making committees, establishing designated free speech spaces, and protecting student journalists' rights to publish without prior restraint (except for libel, obscenity, or imminent disruption). It also mandates that elected student leaders can communicate with the student body via official channels (with limited administrative review) and that student activity fees must be allocated based on student decisions. The law directly affects all CUNY students by formalizing their participation in campus governance and expression rights.
