Suspends all rent payments for certain residential tenants and small business commercial tenants if such tenant has lost employment or was forced to close their place of business and certain mortgage payments for landlords of such tenants in the state for ninety days following the effective date of this act in response to the outbreak of coronavirus disease 2019 (COVID-19).

Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing agencies in the state to administer the program.
Increases the age of consent for purposes of marriage to the age of eighteen; and repeals certain provisions of law relating thereto.
Enables the commissioner of social services to review state plans which provide for special transportation services for children and pre-school children to ensure that state policies are not more restrictive than policies at the federal level.
Extends and expands the scope of the on-demand E-hail paratransit pilot to include an additional 1,200 users.
Relates to hospital domestic violence procedures.
Establishes a commission to study how new technologies are being used by individuals, including but not limited to, stalkers and domestic violence perpetrators, to stalk, harass, abuse and continue to victimize their targets.
Prohibits and regulates the discovery and disclosure of immigration status; prohibits police officers, peace officers, school resource officers, probation agencies, state entities, state employees, and municipal corporations from questioning individuals regarding their citizenship or immigration status and regulates the disclosure of information relating to immigration status; and repeals certain provisions of the correction law relating thereto.
Extends the coverage period for medical assistance to a period of one year beginning on the last day of pregnancy.
