Makes it lawful for a person to possess an open container of alcohol and consume alcohol in public in municipalities in which bars and/or restaurants are not operating at full capacity due to the COVID-19 pandemic.
Establishes a COVID-19 emergency rental assistance program; implements a program of rental assistance in the form of emergency vouchers for eligible individuals or families; defines terms.
Prohibits a law enforcement agency from receiving or purchasing the following property from a military equipment surplus program operated by the federal government: (i) drones that are armored, weaponized, or both; (ii) aircraft that are combat configured or combat coded; (iii) grenades or similar explosives and grenade launchers; (iv) silencers; (v) militarized armored vehicles; (vi) camouflage uniforms; (vii) bayonets; (viii) riot gear; (ix) firearms or ammunition; (x) explosives or pyrotechnics; or (xi) chemical incapacitants; defines terms; makes related provisions.
Relates to requiring residential health care facilities to submit an annual pandemic emergency plan to the commissioner of health; requires such plan to include a communication plan with families, plans to protect staff, residents and families against infection, and plans to preserve a resident's place at the facility if he or she is hospitalized.
Provides requirements for sick leave and the provision of certain employee benefits when such employee is subject to a mandatory or precautionary order of quarantine or isolation due to COVID-19, in relation to practices and procedures for documenting mandatory and precautionary orders of quarantine or isolation.
Provides extensions for certain medical debt and insurance premiums related to the COVID-19 pandemic.
Requires certain perils be covered under business interruption insurance during the coronavirus disease 2019 (COVID-19) pandemic.
Establishes the Emergency Coronavirus Affordable Housing Preservation Act of 2020 to implement protections to reduce the harm to New York residents and ensure safe, decent, sanitary, affordable housing and financial stability during the novel coronavirus disease, COVID-19, crisis and all other public emergencies.
Relates to prohibiting the rent guidelines board from increasing rents on one year leases during a state disaster emergency.
