Establishes the New York state taxi medallion guaranty program act to assist taxi medallion owners who are otherwise unable to obtain financing, refinancing, or restructuring of an existing loan.

Repeals a provision excluding kindergartens, pre-kindergartens, or nursery schools for children three years of age or older, or after-school programs for children operated by a public school district or by a private school or academy which is providing elementary or secondary education or both from the definition of child day care.

Permits certain minors to be employed as a referee, umpire or official at a youth sporting event; limits a minor 12 or 13 years of age to one youth sporting event per week.
Prohibits non-compete agreements and certain restrictive covenants which unreasonably and unfairly bar or inhibit post-employment competition and protects certain workers from inappropriate and unnecessary restrictions on future employment.
Relates to requiring employers to obtain an acknowledgement of receipt from employees of their sexual harassment prevention policy and sexual harassment prevention training program in writing in English and in employees' primary languages; requires employers to obtain acknowledgements from employees and keep such acknowledgements for six years.
